The state leadership maintains contacts with foreign states and ensures that Finnish positions will be heard on international forums. Through international organisations Finland participates also in international crisis-management operations to prevent and restrict crises from spreading.
Through its network of diplomatic and consular missions Finland is capable of assisting Finns based abroad. When necessary, Finland must be capable of providing and receiving international assistance, for example when a natural catastrophe or a major accident occurs. The functioning of the Finnish economy is safeguarded; import and export must go on uninterrupted.
