The state is led by the Parliament, the President of the Republic, the Government and all the ministries and administration under them. It must be guaranteed in all conditions that the state leadership is able to take justified decisions and also to execute the decisions. The state will be governed lawfully and basic rights such as the right to life, protection of health, personal freedom and protection of property, among other core rights, will not be affected even in exceptional conditions.
